Description:

Permitting & Regulatory Affairs Manager
If you would like to help shape the CCUS and H2 business in Europe, if you dont mind pioneering in unexplored terrain while using your experience and skills to deliver cost and carbon competitive projects... then this is your chance to contribute to the Energy Transition.

What is the role

The Permitting & Regulatory Affairs (PRA) Advisor will report into the CCS line of business.
At any given time, you may be supporting more than one (1) project, and varying projects over the tenure of this job. Initially, it is foreseen that your time will be dedicated to support the Shell Offshore Carbon Storage (SOCS) project for the Netherlands (NL) and the NL part of the UK projects
As the Permitting & Regulatory Affairs Manager you will represent CCS projects with external and internal stakeholders and contribute on select technically challenging and/or complex environmental and regulatory tasks.
In the SOCS NL project, you will function as a key member of the project leadership team supporting the Project FEDM in ensuring that all permitting and regulatory requirements are identified, and actions are taken to timely address these requirements against the project maturation timeline.
In the UK projects, you will function as a key member of the project leadership team supporting the Project FEDM in ensuring that all permitting and regulatory requirements are identified for the NL part of the project and that permitting and regulatory requirements are lined up with the UK permitting and regulatory requirements that will be handled by UK dedicated advisor, and that actions are taken to timely address these requirements against the project maturation timeline
The PRA Advisor is expected to:

  • Develop the Permits and Consents strategy plan referring to processes and procedures that support the compliance of a project and the future asset, once built with permitting, approval and regulatory requirements
  • Develop a Permits and Consents Register which details the permits and consents throughout the design construct (operate and decommissioning phases) of the Project and covers the full project chain, with focus on key permits during Front End Engineering and Design (FEED) phase of the Project
  • Facilitate the collection of input for the Impact Assessments (ESHIA) and permits and other HEMP studies, to ensure there is good match between project design and permit and consents applications
  • Ensure the required (Environmental) permits and consents on time and maintain register
  • Provide permitting elements to the design team
  • Coordinate the ESHIA and Permitting Contractor and review contractors deliverables
  • Report progress and potential concerns to the FEDM/BOM timely and keep a close relation with them
  • External engagement with regulators and relevant external stakeholders in relation to HSSE
  • Actively participate in Non-Technical Risk Teams (NTR)
  • Contribute to pro-actively informing external parties (governments, residents, etc.) about intended and existing projects from an HSE and permitting point of view
  • Maintain effective credible relationships with Regulators, Government agencies and (local) stakeholders (incl. NGOs) dealing in relation to current and emerging HSE requirements
  • Monitor compliance with relevant HSE applicable rules, regulations, permits and standards during design.Contribute to the preparation and implementation of Social Performance (SP) plans in collaboration with Government Relations (GR)/External Relations (ER)
  • Advise Government Relations (GR)/External Relations (ER)
  • Pro-actively advise on emerging new HSE legislation and - regulations to influence and demonstrate compliance.
  • Align and work together with UK advisor to ensure compliance for cross border crossing of pipelines.

You must also really enjoy working with people and helping people and teams to deliver. This requires you, in addition to delivering your own contribution, to work closely with the FEDM, project leads (subsurface, wells, etc.), development planner, SMEs and Discipline Leads.

Eisen

  • University Degree
  • 10+ years of relevant industry experience
  • Strong understanding and working knowledge of relevant regulations and permitting requirements for the Netherlands and preferably for the UK in the context of the North Sea
  • Proven track record of leading environmental and permitting activities in the Netherlands
  • Demonstratable evidence in dealing with regulatory bodies in relation to North Sea activities
  • Ability to effectively influence internal and external stakeholders to achieve business outcomes having a network in e.g. KGG, SoDM, TNO, Rijkswaterstaat etc.
  • Ability to gain trust in leadership, senior stakeholders, and work across all levels of the CCS business.
  • Strong communication skills, verbal and written.
  • Ability to multi-task and lead teams of technical professionals, challenging existing thinking and ways of working and identifying relevant improvements.
  • Creative and innovative thinker with the ability to identify and manage key decisions and activities at various development stages to improve the overall value of the project
  • Leadership, excellent interpersonal skills, collaboration, building trust, sharing best practices and integration are important elements of the role

  • Familiarity with the NAM/Tenaz offshore assets will be a strong advantage.
  • Strong interest for and affinity with the energy transition and CCS projects is beneficial

CCUS is an important step in the Energy Transition and there are several CCUS projects to underpin Shell ambitions be net-zero emissions business by 2050.
The North Sea is considered a strategic basin to help decarbonize the hard-to-abate industry in Northwest Europe and deliver storage for negative emissions. There are several key CCS projects that are pre-DG3 centered around using the NL and UK offshore sector as a long-term storage solution for western Europe.
For these CCS projects, you will lead the delivery of the regulatory and environmental planning and strategy, (environmental) impact assessments, permits and authorizations, , and manage 3rd party services by environmental consultants supporting the CCS projects.
